
Aristocratic Elite would be the straightforward answer, and the government being spiritualist implies that (at least most/some of) the nobles would also be. You can't exactly use Exalted Priesthood (which is a shame), and while you can use Philosopher King, it's such a pointless civic that it feels like a waste even when roleplaying. The real question is what the second (and later third) civic should be. The last ethic point goes into xenophobia, since not only does it allow purging (and as spiritualists, that would also imply spiritual "purge the heretics" purgings), but it gives all kinds of first contact diplomatic greetings that would fit in nicely with the Imperium's. You couldn't very well replicate psionics and the warp without, well, psionics, jump drives, and the shroud. IIRC, the Imperial Cult civic is meant to be a reference to 40k's Imperium of Man, so that puts you down as authoritarian, spiritualist, and imperial rule already.Īctually, the vast majority of spiritualist mechanics are 40k references, with varying degrees of subtlety.
